A vessel sunk in Brixham harbour at the weekend after the strong winds caused it to break from its mooring.
A number of other vessels also worked free.
Coastguards yesterday issued a warning urging people not to enter the water because of the dangerous conditions.
Drew Parkinson, HM Coastguard Area Commander, Tweeted: "Please keep yourselves safe out there today.
"Do not attempt to recover vessels in current conditions.
"The Berry Head Coastguard Rescue Team and RNLI Torbay have been out this morning assisting people to safety."
The strong winds also resulted in a fire crew from Brixham being called to reports of loose scaffolding in Kingswear.
Several scaffolding boards had to be secured at Ridley Hill.
