The Breeze understands a new discounted shopping scheme will start in Torquay this week.
It sees retailers offering discounts to shoppers who can show a valid parking ticket.
It aims to increase the number of people using the town centre and support local traders.
John Doherty, vice chair of the Torquay Town centre Partnership, said: "Footfall is dropping in the town centre.
"It's dropping year on year hugely.
"in 2016-17 footfall in our car parks dropped by three per cent.
"The following year, I had half the year's figures, and it dropped by nine per cent.
"This year it has dropped a further 16 per cent in January and February."
