There's been an increase in the number of beggars across places like Newton Abbot, Dawlish and Teignmouth.
That's according to Teignbridge Council's Homelessness Service, which is now consulting on ideas to help people.
They're proposing introducing things like contactless payment points or a pay-by-text system.
Under the plans an alternative giving scheme could be created.
The money could be used to help fund qualifications, or create some form of personalised budget.
A spokesperson for the council said: "Asking for money from passers-by seems to be increasing on local streets.
"To maximise support for the homeless, we’re looking at safer ways of helping and would like your views on an Alternative Giving Scheme."
